Name of Chapter:
This chapter, under charter (or Letter Temporary) from DeMolay International known a R. L. Wilbourn Chapter #44083 of the Order of DeMolay, shall be governed first by the By-Laws and the Rules and Regulations of DeMolay International and second, by the following By-Laws:

ARTICLE I
Meetings

Section 1.Stated Meetings:
The stated meetings of the Chapter shall be held at Melrose Masonic Lodge# 1294, 13106 Chrisman Road, Houston, Texas on the First Thursday and Third Wednesday of each month at 7:00 o'clock p.m.

Section 2. Meeting Locations:
The physical location of each of the stated meetings shall be held as follows:

(A) First Thursday: The stated meeting held on the First Thursday of each month will be conducted in the primary lodge room located on the North side of the building. This meeting will always be the Chapters monthly business meeting and will be conducted with full ritual. Formal dress will be required.

(B) Third Wednesday: The stated meeting held on the Third Wednesday of each month will be conducted in the primary lodge room located on the North side of the building. This meeting will be a combination of business meeting and ritual practice. Casual dress is excepted unless otherwise stated.

(C) Exceptions:

(1) In the event that the primary lodge room is not available on the date and time the location of the meeting shall be moved to the secondary lodge room on the South side of the building on the far side of the dinning hall as previously described.

(2) In the event the secondary lodge room is also not available the meeting will be called "DARK" and a "Special Called Meeting" will be setup under the rules covered in Section 3.

Section 3. Called Meetings:
Called meetings may be opened on a date and at a time not previously listed with a 72 hours prior notification of the membership, and the Presiding Officer of Melrose Masonic Lodge (or his designated assistant) and the Chairman of the Advisory Board (or his designated assistant). This notification may be made by telephone, email, or in person.

ARTICLE II
Officers

Section 1.Officers:
Chapter Officers are divided into three groups: Senior Officers, Administrative Officers, and Junior Officers. Senior Officers are The Master Councilor, Senior Councilor and Junior Councilor. Administrative Officers are The Scribe and The Treasurer. All other officers are listed as Junior Officers.

Section 2. Term of Officers:

(A) Senior Officers: The Master Councilor, Senior Councilor and Junior Councilor of the Chapter shall be elected every 6 months; on the First Thursday in June and the First Thursday in December of each year. The term of office will be from January 1st through June 30th and between July 1st through December 31st of each year. The Master Councilor must have served at least 1 term as either Junior or Senior Councilor prior to his election. Senior and Junior Councilors must have studied and learned their chosen ritual and also that of Master Councilor prior to the nomination to the office of Master Councilor. If no one has completed the minimal requirements for advancement the Master Councilor may at the discretion of the Advisory Chairman be required to hold over for an additional term.

(B) Administrative Officers: The Scribe and The Treasurer are appointed by joint resolution between the The Master Councilor, Senior Councilor, Junior Councilor, Chapter advisor and the Chapter Chairman. The appointment must be made within 7 days of the election. The term of office will be 12 months and will run between second meeting in January through the second meeting in January the following year.

(C) Junior Officers: All remaining offices are to be filled and appointed by The Master Councilor. The appointment must be made within 7 days of the election. The term of office will be 6 months and will run between second meeting in January through the second meeting in June and from the 2nd meeting in July through the second meeting in December of each year. Advancement through the line is contingent on the learning of the ritual for the office you are biding for.

Section 3. Quorum:

(A) A quorum for a vote, of this Chapter requires a minimum of 9 active members of this chapter to be present at the time of the vote.

(B) No member may hold, appoint, or vote a proxy in any election.

(C) In the event of no quorum the officers of the chapter will hold over until the next scheduled stated meeting when a quorum is present.

ARTICLE III
Fees

Section 1. Initiation:
The initiation fee for the degrees in this Chapter shall be $ 100.00, and must accompany the application for membership. This covers the Initiation fee, Life membership fee, Insurance and the cost to DeMolay International & DeMolay Texas. There will be no other yearly dues assessed to the member.

Section 2. Affiliated Membership:
The fee for affiliation in this Chapter shall be $ 35.00 and an additional $ 10.00 per year dues will be paid by January 31st of each year until the member reach 21 years of age unless the $100.00 is paid with the application of affiliation. When the $100.00 is paid, there will no yearly dues charged.

ARTICLE IV
Dress Code

Section 1. Formal:
Formal dress is referred to as dress slacks, dress shirt, matching shoes and socks and a tie and dress jacket. Formal dress is required anytime there is a stated business meeting, initiation, installation, visitation to other chapters or visitation by a Grand Chapter Officers. There may be other times not listed here where formal attire is required and these will be addressed on a time to time basis.

Section 2. Casual:
Casual dress is referred to as a pair of good looking and well maintained pants or jeans, a shirt that is of tasteful design and without rude or obscene slogans on them, shoes and socks. Sandals and flip-flops type shoes, and T-Shirts are not excepted as casual dress.

Section 3. Work or Fun:
When there is a work or a fun party the appropriate attire will be approved by the Chapter Dad. Swim suits, shorts, t-shirts, jumps suits, and sandals or flip-flops type shoes may be permitted. At some Fund raisers members may be required to dress in Formal or Casual attire, based on the type of activity.

Section 4. Dismissal from activity:
When the rules for mode of dress is not followed the member(s) may be required to leave the meeting or call for additional clothing to change into the correct attire. Members who refuse to do so will be restricted from the activity. When this happens more then once the member(s) may be expelled from other activities for a period of time.

ARTICLE V
Rules of Order

Section 1. Description:
Robert’s Rules of Order is a set of rules and regulations governing the correct way to run a meeting. It explains the correct way to open and close a meeting, vote, nominate a candidate, and other forms of parliamentary law.

Section 2. Usage:
Robert’s Rules of Order shall serve to govern in all cases, not covered by, the DeMolay International By-laws, Rules and Regulations and this Chapters Rules and Regulations and these By-laws. In all cases the final word is that of the duly elected Master Councilor of R. L. Wilbourn Chapter or in the event of his absence the Senior Councilor or in the event of his absence the Junior Councilor.

ARTICLE VI
Health and Safety

Section 1. Desecration of the terms:
Health and Safety refers to those rules that are required by DeMolay International, DeMolay Texas, The Sponsoring Bodies, and R. L. Wilbourn Chapter, to keep the membership safe and reasonably healthy and building and properties safe for continued use in the future.

Section 2. Health:

(A) Weapons, either offensive or defensive, shall not be carried into the Lodge room or elsewhere about the Lodge building. Adults who are authorized to carry firearms, will be required to secure them in the Secretaries Office or leave them outside in their vehicles while present in the building.

(B) Tobacco in any form shall be prohibited within the Lodge room. In all areas of the Lodge Building smoking shall be prohibited. Adults desiring to smoke shall do so outside the building and away from the entry way. At no time will any minor (under 21) be allowed to have tobacco on their person.

(C) Alcohol in any form shall be prohibited within the Lodge Building. Adults desiring to drink shall do so outside the building and off the property. At no time will any minor (under 21) be allowed to have alcohol on their person.

(D) Any other activity or substance that could be considered unhealthy or illegal by a prudent person shall be restricted.

Section 3. Safety:

(A) All building rules shall be followed at all times. If damage occurs or is observed, to any part of the building, an advisor is to be notified at once, as to the problem that occurred or what was observed.

(B) No activity of an unsafe nature is permitted on the Masonic Lodge property. It is your duty to report to an adult advisor any infractions that you observe in a timely manor.

(C) When traveling, all motor vehicle rules, regulations and laws will be strictly followed.

(D) Any other activity, whether at the lodge, traveling or at a fun location, that could be considered unsafe, by a prudent person shall be restricted.

ARTICLE VII
Building and Property

Section 1. Owner:
The owner of the building located at 13106 Chrisman Road, Houston, Texas is Melrose Masonic Lodge # 1294 of the Grand Lodge of Texas A. F. & A. M. They are the sponsoring body of R. L. Wilbourn DeMolay Chapter # 44083. Melrose Order of Eastern Star
Chapter # 920
is the supporting body. All rules and regulations of these two bodies must be followed to the letter of the law to ensure the continued support of these organizations. Failure to follow all the rules, regulation and laws could result in the removal of the sponsorship and support to R. L. Wilbourn DeMolay Chapter.

Section 2. Building and Property:

(A) No fee or rent is charged to R. L. Wilbourn DeMolay Chapter for the normal BI-monthly meetings. Special meetings are approved on a time to time basis at no charge to the chapter as long as proper procedures are followed. Failure to follow these procedures could result in the normal building rental charge of $ 125.00 per day to be charged to the chapter. This fee when charged would be the responsibility of R. L. Wilbourn DeMolay Chapter to pay out of their accounts.

(B) It is the responsibility of R. L. Wilbourn DeMolay Chapter to assist the Sponsor in keeping the cost of operating the building as low as possible. Turning off the lights, turning down A/C, and not wasting the water is a prudent step in providing this assistance.

(C) From time to time it will be the responsibility of R. L. Wilbourn DeMolay Chapter to assist Melrose Masonic Lodge and / or Melrose Order of Eastern Star in the cleaning and the maintenance of the building and property.

(D) The parking lot and adjacent field is normally maintained by several Masons as a voluntary act. Assisting these brothers would go a long way towards showing our continued support.

(E) Those DeMolays that drive vehicles are required to drive in a safe manor while on the property. After meetings, it is the requirement of those brother to exit the property in a safe and timely manor. The advisers can not leave until the building is secured and everyone has departed.

ARTICLE VIII
Amendments

Section 1. Rules governing amendments:
These By-Laws shall be subject to alteration or amendment by a resolution in writing setting forth such an alteration, amendment or change, duly seconded. Such resolution shall be read in open Lodge and may be discussed when submitted. Resolutions shall be voted on at the next stated meeting without further discussion. The Master Councilor shall call up the resolution at the proper meeting, and at each and every meeting thereafter, until disposed of, and it shall require a majority vote of all members present to make such alterations or amendments.

NOTES
Historical Notes

Section 1. Organization of the Chapter:

(A) On Thursday the 2nd day of March 2009 Melrose Masonic Lodge took a vote on reopening R. L. Wilbourn Chapter.
(B) On Monday the 23rd day of March 2009 the Resolution of Sponsorship was signed, sealed and mailed to the Executive Officer of DeMolay Texas Brother/Dad J. Welton Clampette.
(C) On Monday the 30th day of March 2009 the Adult Worker Applications were completed and mailed to DeMolay International in Kansas City, MO for approval and back ground checks.
(D) The advisory council was organized on Saturday the 16th day of May 2009. The DAD training course was completed that same day.
(E) On the 21st day of May 2009 the Letters Temporary was issued to R. L. Wilbourn DeMolay Chapter # 44083 to operated at Melrose Masonic Lodge # 1294, 13106 Chrisman Road, Houston, Texas
(F) On the 20th day of June 2009 the first Rush Party was held.
1 boy applied for the degrees in DeMolay.
(G) On the
xx day of Jxxx 2009, the second Rush Party was held. 0 boys applied for the degrees in DeMolay.
(H) On the
xx day of Jxxx 2009, 00 boys received the Initiatory and DeMolay Degrees. On that same day they were installed in their offices by Dad J. Weldon Clampette, Executive Officer of DeMolay Texas with the assistance of Dad Steven Seymour and the members of Reagan DeMolay Chapter.
R. L. Wilbourn DeMolay Chapter # 44083 officially opened their doors and started operations.
